GEM Practitioners Exchange

Workshop Objectives

The workshop gathered selected GEM Testing Partners from Latin America, Asia Pacific, Africa and Central and Eastern Europe, WNSP members and WNSP partners in order to:

  • share and discuss the lessons learned from the GEM testing process towards discussing gender and ICT issues and gender evaluations in various contexts and realities
  • introduce the final version of the GEM Tool, the GEM website and to gather tester feedback on the revised tool and website
  • discuss the future of the GEM practioners network and how GEM could be used by the participants

The workshop, also served to ensure that participants, in particular the GEM Testing Partners, would be able to continue using GEM in evaluating their initiatives / projects as well as to promote its use among their own partners.

Day 1: The GEM Process Lessons Learned

Theme 1: Integrating Gender Issues into Evaluation

Presentation and discussion on how the testers underwent the process of integrating gender analysis in drafting the overall framework and plan for their evaluation, focusing on the challenges faced

 


Theme 2: Contextual / Situational Analysis of ICTs for Social Change

Presentation and discussion on the value of contextual / situational analysis in conducting gender evaluations of ICT initiatives.

Theme 3: The Value of Quantitative and Qualitative Indicators

Presentation and discussion developing quantitative and qualitative indicators, focusing on how the testing partners developed their indicators.


Day 2: Methodologies / Findings

Theme 4: Selecting Methodologies – What Works, What Doesn't Work

Presentation and discussion on the different methodologies used by the testers, and how they selected participatory evaluation tools during the testing process.

  • Introduction of the theme by Cheekay Cinco
  • Presentation by Merlita M. Opeña, DOST-Philippine Council for Health Research and Development, on Multipurpose Community Telecenters focusing on the variety of evaluation tools that they used to ensure the broadest participation from their stakeholders

  • Presentation by Lucy Nino Muñoz, ATI (Colombia) on role-playing as a methodology

Plenary discussion on: Why testers selected certain methodologies; How did they decide the methodologies to draw out the gender and ICT indicators; How effective were these methodologies.

Theme 5: Sharing Findings and Synthesizing Lessons

Show and Tell of evaluation findings and unexpected outputs of the evaluation.

Group work and discussion of the gender issues in ICT initiatives that have been revealed during the testing process vis-a-vis different types of initiatives. The results of the various evaluation will be discussed in relation to gender roles and gender relations, women's empowerment, issues of discrimination, and other gender equality concepts.
