Training people to use GEM (Gender Evaluation Methodology) is always a challenge. There are lots of expectations about the results of this training. For the trainer, the usual finding is that evaluators very seldom take a gender perspective into account when planning a project or considering its results, unless they work in a gender unit or in a project that is already committed to women´s issues or related to equity goals.

El PARM de APC ofrecerá un taller sobre su Metodología de Evaluación desde una perspectiva de Género para iniciativas en internet con el apoyo de la Fundación Ciudadana, el Instituto de Mujeres y otras organizaciones. De parte del PARM de APC, Dafne Sabanes Plou, Coordinadora Regional en América Latina, junta con Assumpcio Guasch de Pangea y Espai de Dones darán el taller a funcionarios públicos y operadores de telecentros en la región.

GEM workshops in Spain

The APC WNSP will offer a Gender Evaluation Methodology Workshop in Spain with the support of Fundación Ciudadana, the Women's Institute and other organisations.  APC WNSP's Dafne Sabanes Plou together with Assumpcio Guasch from APC-member Pangea and Espai de Dones will offer the workshop to government officers and telecentre projects in the region.

APC PARM participará en multiples eventos en relación con el Evento sobre el Futuro de GKP este año, incluyendo los pre-eventos sobre género y la sociedad de información, el cierre de la Campaña ¡Dominemos a la Tecnología! para el 2007 y aportes en paneles.  Además ofrecerá varios talleres, sobre evaluación de iniciativas en internet desde una perspectiva de género, con la herramienta GEM, capacitación técnica en herramientas de redes virales y políticas TIC.

APC WNSP @ GK3

APC WNSP will be participating in a myriad of events at GK3, the Global Knowledge Partnership's Event on the Future this year, including the International Taskforce on Women and ICTs (ITF), the closing of this year's Take Back the Tech! Campaign, workshops on ICT policy and GEM, as well as participating in GK3 panels.  Keep an eye out for further details!

Making a good thing better: Adapting GEM to software localisation

The Gender Evaluation Methodology for internet and ICTs (GEM) changes the way development projects look at gender, project planning and achievements. Sana Gul, from the PAN Localization Project says GEM "transformed our entire concept of when and where gender should be taken into consideration."

Dafne Sabanes Plou, Coordinadora regional en América Latina para el PARM de APC, ofrecerá dos talleres GEM en colaboración con Magaly Pineda de CIPAF y Amparo Arango de la Unidad Técnica de la Comisión Nacional sobre la Sociedad de la Información y la Comunicación. El primer taller es para funcionarios/as y el segundo para miembros de ONGs, movimientos sociales, grupos involucrados en proyectos de TIC, etc.

GEM Workshops in the Dominican Republic

Dafne Sabanes Plou, Latin America and Caribbean Regional Coordinator for the APC WNSP, will offer two workshops on GEM in collaboration with Magaly Pineda of CIPAF and Amparo Arango from the National Commission on the Information  and Communication Society.  Together with co-trainer Giovanna Tipan of the APC WNSP and Nuevared.org, Ecuador, Dafne will address gender and ICT issues in local development projects and for public officers, as well as provide training in the GEM Tool.  See blogs in the GEM Zone.

Are ICTs contributing to women's empowerment in Central and Eastern Europe?

This was an underlying question addressed in the evaluations of six information and communication (ICT) initiatives from Bulgaria, Croatia, Lithuania, Poland, Romania and Slovakia, which participated in the field-testing of the Gender Evaluation Methodology (GEM). Evaluated initiatives varied from an employment training initiative in Croatia, to a network of women mayors in Romania, to media campaigns around violence against women in Slovakia and Bulgaria.

The gender and ICT issues investigated in the evaluations included the access of the women's movement to ICT infrastructure and basic ICT skills, the factors that affect women's use of ICTs, and the impacts of ICTs on the self-confidence and leadership skills of women and men. The evaluation findings illustrate that ICTs can empower women, however women, and particularly those disadvantaged by specific social factors (such as age, ethnicity, location), are still among the groups with the least access to, and limited awareness of the opportunities ICTs can bring.
