How to plan websites in WEB 2.0?

Been doing websites using CMSs (specifically Drupal) and having in mind to create a website that is in the WEB2.0 era

Sure it's easy to create website specially if there is a CMS to use, but with a WEB2.0 feel? I don't know?? What does it really mean when we say WEB2.0?

'Read the write-up of O'Reilly about WEB2.0 (http://www.oreillynet.com/pub/a/oreilly/tim/news/2005/09/30/what-is-web-20.html)

He mentions about "webservices", "platform", "content... webspace.. formed by the community", "aggregation... RSS feeds"

If I take my meaning of WEB2.0 solely from this source... in-my-simple-developer-mind... it would just mean to me as a webspace where one provides tools for community members to express themselves, communicate and collaborate.  But then how will it look like... will there be a "made" form? feel?

There are already so many spaces already built for people to engage in web ... myspace... youtube... facebook ... and oh they call these social networking tools ... is social networking a different name for WEB2.0 ... is web 2.0 a standards specification like HTML or XML specs defined by w3 standards group?  Or is it just a mark in time?

And when a network attempts to create a WEB2.0 feel site for it's community-- how does one plan for it... design for it?

I'm not really getting anywhere on this for now ...*frustration*
