The APC WNSP will hold a panel on Openness at the second round of the IGF, debating solutions for balancing openness and security|safety concerns in the context of content regulation. In particular, it seeks to enhance engagement of intended beneficiaries & 'vulnerable groups' in negotiations concerning what constitutes illegal/harmful content, for whom, who should intervene at what type/level of harmful content and how. Central to this debate is the role of government and recognition that States have a duty to protect the rights of all to freedom of expression & information. The workshop will integrate women's rights advocates as a vital stakeholder.
